For a remote control mower sold into the EU, CE marking is the line between a product that clears customs and one that gets seized. But CE is widely misunderstood: it is not a quality certificate issued by a government lab, and there is no single "CE test" you pass. It is the manufacturer's own declaration of conformity - backed by technical documentation - that a machine meets the relevant EU health, safety and environmental directives.

This guide is written for distributors, OEM buyers and brand owners who need to know exactly which rules apply to RC mowers, what paperwork must travel with the container, and how to check a supplier's claim before a market-surveillance inspector does.

Which EU directives actually apply

RC mowers are radio-controlled, battery- or engine-driven cutting machines. The directives that bite are:

  • Machinery Directive 2006/42/EC - the core one. It covers the cutting deck, physical guards, emergency-stop logic, and the manufacturer's risk assessment. Most of the safety engineering lives here.
  • Radio Equipment Directive (RED) 2014/53/EU - the remote control unit transmits on licensed bands (typically 433 MHz, 868 MHz or 2.4 GHz). Without RED conformity, the entire product is non-compliant in the EU, even if the mower deck is perfect. This is the clause distributors most often miss.
  • EMC Directive 2014/30/EU - electromagnetic compatibility, so the remote doesn't drop out near power lines or interfere with other site equipment.
  • RoHS Directive 2011/65/EU - restricts hazardous substances in electrical components.
  • WEEE Directive 2012/19/EU - waste electrical and electronic equipment; governs end-of-life take-back and labelling.
  • EU Battery Regulation 2023/1542 - replaces the old battery directive and adds carbon-footprint and removability rules for portable batteries. Newer than the others; worth checking on 2024+ production.

Two directives people assume apply but usually don't for these machines: the Low Voltage Directive 2014/35/EU only covers 50-1000 V AC / 75-1500 V DC. Most RC mowers run on 24-60 V DC battery packs, below the threshold, so LVD is generally out of scope. And there is no separate "CE for mowers" standard - the machinery rules above are what govern it.

The harmonised safety standards

Directives set the legal bar; harmonised standards show a ready-made way to meet it. For RC mowers the relevant ones are EN ISO 11806 (pedestrian-controlled motor mowers) and EN 15533 (walk-behind, ride-on and robotic mowers), alongside the general machinery safety standard EN ISO 12100. The applicable standard depends on the machine type and is fixed by the manufacturer's risk assessment - which is exactly why you should ask to see that assessment, not just a logo.

The EC Declaration of Conformity - read it, don't file it

The Declaration of Conformity (DoC) is the document customs and inspectors ask for first. A compliant DoC must name:

  • The exact model / type - "RC mower series" is not enough; it must match the unit's nameplate.
  • All directives applied (Machinery, RED, EMC, RoHS, WEEE).
  • The harmonised standards used (e.g. EN ISO 11806, EN 15533).
  • The manufacturer's identity and address (or the EU authorised representative).
  • A signature and date.

A "CE certificate" image with no model name, no standards listed and no representative address is not a DoC - it is a screenshot. Request the real PDF.

The technical file

Behind the DoC sits the technical documentation (the "technical file" or "technical documentation"): risk assessment, engineering drawings, circuit diagrams, the test reports, and the instruction manual. EU law requires it be held - by the manufacturer or their EU representative - and produced on request. As an importer you should at minimum obtain a copy and confirm it exists, because if market surveillance asks and nobody can produce it, the product is pulled.

Who is actually responsible

This is the part importers underestimate. Under EU law the manufacturer draws up the DoC. But once you import, you take on defined obligations too:

  • You must ensure the DoC and technical file exist and are available.
  • You must keep a copy and be able to hand it to an inspector.
  • You become the contact point for recalls and corrections in the EU market.
  • If you re-brand (private label / ODM), you may be deemed the manufacturer for compliance purposes - which means the DoC should ultimately name you or your entity, with the factory as the actual builder.

In practice: you cannot wave the supplier's paperwork and walk away. The obligation travels with the product into your market.

UKCA and the US - different regimes

  • UK: Great Britain runs its own UKCA marking (derived from CE but separate since Brexit). Northern Ireland largely follows EU/CE rules. If you sell both, plan for two marking sets.
  • United States: no CE. The remote's radio needs FCC certification; safety references ANSI/OPEI standards; petrol models add EPA engine rules. Don't assume an EU CE file satisfies US entry.

How to verify a supplier's CE claim

  1. Request the DoC PDF naming your exact model, with standards and representative address listed.
  2. Request the RED and EMC test reports from a notified body or accredited lab - check the lab's accreditation is current.
  3. Ask for the risk assessment and the tilt-cutoff / emergency-stop validation, not just a pass/fail stamp.
  4. Confirm the model on the DoC matches the nameplate and the commercial invoice - mismatch is the most common customs trigger.
  5. Be wary of a supplier who only sends a generic "CE certificate" image, or who promises certification "after shipping."

What goes wrong without it

Non-compliant units don't fail politely. Consequences we see:

  • Customs seizure at the port - the container is held and you pay demurrage while you scramble.
  • Market-surveillance recall - an authority in Germany or France orders withdrawal, and you fund the reverse logistics.
  • Unlimited liability if a non-conforming unit injures someone; your insurance may exclude uncertified goods.

Importer's CE checklist

  1. DoC on file, naming the exact model, all five directives, standards, rep address, signature.
  2. RED + EMC test reports from a current-accredited lab.
  3. Technical file obtainable (risk assessment, drawings, manual).
  4. Model name consistent across DoC, nameplate, invoice.
  5. UKCA handled if selling GB; FCC/ANSI if selling US.
  6. Private-label / ODM: confirm who is named as manufacturer in the DoC.

Frequently Asked Questions

Q: Is CE a quality certificate?
A: No. It is a legal declaration of conformity to EU law, made by the manufacturer (or, for re-branded goods, ultimately you). It says "lawful to sell here," not "well built."

Q: Does the Low Voltage Directive apply to my RC mower?
A: Usually not. LVD covers 50-1000 V AC / 75-1500 V DC; most RC mowers run 24-60 V DC battery, below the threshold. The Machinery, RED and EMC directives are the ones that bite.

Q: Can the supplier just handle CE for me?
A: They must produce the DoC and test reports - that is the manufacturer's job. But as importer you still must hold and be able to produce them. The responsibility doesn't end at the factory gate.

Q: We private-label. Who is the manufacturer on the DoC?
A: If you re-brand, EU law can treat you as the manufacturer for compliance, so the DoC should ultimately reference your entity, with the factory named as builder. Get this wording confirmed before launch.

Q: Does CE cover the US or UK?
A: No. The US needs FCC plus ANSI/OPEI safety (and EPA for petrol); Great Britain needs UKCA. CE alone does not clear those markets.
