A remote control mower is a radio-controlled, tracked or wheeled machine an operator runs from up to 200 metres away to cut grass on slopes, embankments and orchards a ride-on mower can't safely reach. China is now the default sourcing base for these machines: the component ecosystem for RF controllers, lithium batteries and tracked drivetrains is concentrated in a handful of manufacturing clusters, which keeps prices competitive and lead times short. But "importing from China" is not "find a listing and click buy." It's HS codes, Incoterms, pre-shipment inspection and a supplier who actually holds the CE paperwork your market requires.

This playbook walks through the real sequence we see successful distributors and OEM buyers follow - the steps, the numbers, and the traps that bite first-time importers.

Start with your model mix, not the supplier

Before you contact anyone, decide what you'll actually sell. The right factory for a German landscaping contractor buying fleet units is not the right factory for a French startup launching a private-label brand. Pin down:

  • Volumes: how many units a month, and how many SKUs. A single tracked 800 mm model is a different conversation from a 4-SKU range spanning 500 mm wheeled to 1200 mm flail.
  • Customization: stock units, OEM (your drawings), ODM (their design, your brand), or private label (your livery, manual, packaging). This drives both price and lead time.
  • Certification target: EU (CE + RED), UK (UKCA), North America (FCC + ANSI). The cert your supplier must hold is decided by where you sell, not where you buy.

Get this wrong and you'll either overpay for capacity you don't use or commit to a partner who can't deliver your model.

Where buyers actually find capable suppliers

Alibaba and Made-in-China are fine for a first scan, but they surface traders as readily as factories, and both hide the RF-controller origin that matters most on these machines. Beyond the marketplaces:

  • Canton Fair (China Import and Export Fair): the Tier-1 RC-mower builders exhibit there twice a year. You meet engineering staff, not just sales.
  • Industry clusters: the tracked-mower and garden-equipment supply base is clustered in a few provinces; regional trade associations and verified exhibitor lists beat cold marketplace messages.
  • Existing-distributor references: a supplier who puts you in touch with a distributor they didn't pre-screen is worth more than any booth.

The certification gate (don't skip it)

Compliance isn't paperwork theatre - it's what clears customs and what protects you when a unit fails in the field. For RC mowers destined for the EU:

  • Machinery Directive 2006/42/EC - covers the cutting deck, guards and emergency-stop logic.
  • Radio Equipment Directive (RED) 2014/53/EU - the remote itself transmits on licensed bands; without RED conformity the entire product is non-compliant, even with a perfect deck.
  • EMC - so the remote doesn't drop out near power lines.
  • RoHS and WEEE - material and end-of-life rules.
  • EN ISO 11806 / EN 15533 - pedestrian- and remote-controlled mower safety. Ask whether their test rig actually validates tilt-cutoff and e-stop, not just paperwork.

Request the EC declaration of conformity naming your exact model, plus the RED and EMC test reports. A supplier who only sends a generic "CE certificate" image is telling you the file doesn't exist for your SKU.

Incoterms: what you're really buying

The quote's three letters decide who pays for what, and they move your landed cost more than the unit price does:

  • EXW (Ex Works): you collect from the factory gate. Cheapest unit line, but you own freight, export clearance and every risk from there. Good only if you have your own freight forwarder in China.
  • FOB (Free On Board): supplier delivers to the port and clears export. You own ocean freight and insurance. The common default for experienced buyers.
  • CIF (Cost, Insurance, Freight): supplier pays to your destination port. Convenient, but you pay their freight rate, which is rarely your best.
  • DDP (Delivered Duty Paid): supplier handles everything to your door, duties included. Simplest - but the supplier quotes the duty, and mis-declaration risk lands on you.

For a first container, FOB is the usual sweet spot: you keep control of freight and customs broker, without owning the inland China leg.

MOQ, lead time and the inspection step

Normal ranges so you can smell a lie:

  • MOQ: 20-50 units for stock SKUs; 100-200 for a private-label run with custom livery and packaging.
  • Lead time: 25-40 days standard; 45-55 once tooling or firmware changes enter the build.
  • Sea transit: 30-45 days to a European port, plus 5-10 days customs and last-mile. Budget a full quarter, order to PO.

Pre-shipment inspection (PSI) is the step first-timers skip and later regret. A third-party inspector (SGS, TÜV, or a local AQL service) checks a random sample against your spec - cutting width, climb angle, remote range, battery, and the CE marking on the unit and manual. Cost is a few hundred dollars per container; the alternative is discovering 200 units have the wrong deck 60 days after payment. We recommend AQL 2.5 general inspection plus a functional check on at least 5% of units.

Payment structure that protects both sides

Avoid paying 100% upfront. The standard protective split:

  • 30% T/T deposit to lock production and materials.
  • 70% against a copy of the bill of lading (or against inspection pass), so you hold leverage until goods are verified and shipped.

For larger programs, a letter of credit (LC) adds a bank as referee - more paperwork and cost, but stronger protection above roughly $50k.

Freight and container loading

RC mowers are bulky, not heavy. A 20-foot container typically holds 20-40 units depending on model (a tracked 800-1000 mm unit runs roughly 1.2-1.5 cbm); a 40-foot high-cube fits roughly double. Confirm the exact count with the supplier's packed dimensions - don't trust a round number. LCL (less-than-container-load) is an option below a full container but adds handling and damage risk at the break-bulk point.

Customs, documents and the HS question

Your customs broker - not the supplier - owns classification, but you must hand them the right paperwork: commercial invoice, packing list, bill of lading, and the CE documentation. RC mowers are generally classified under the mower headings (commonly HS 8433.11 / 8433.19 for mowers, though the exact subheading depends on the model and your importing country - confirm with your broker, because duty rates vary by code).

Keep every document consistent: the model name on the invoice must match the EC declaration and the unit's nameplate, or customs will query the shipment.

  1. The trader dressed as a factory - polished site, no line audit, "standard" controller. You're buying marketplace stock at a markup.
  2. CE promised "after shipping" - the paperwork never names your model.
  3. Deposit too high, no inspection - you've funded their production with no verification lever.
  4. Inconsistent documents - invoice/model mismatch triggers customs holds.
  5. DDP mis-declaration - under-valued goods clear fast, then become your liability.
